75-5309. Appointment of subordinate officers and employees; classified service. Except as otherwise provided in this order, or in K.S.A. 75-5310, and amendments thereto, the secretary for children and families shall appoint, subject to the Kansas civil service act, all subordinate officers and employees of the Kansas department for children and families, and all such subordinate officers and employees shall be within the classified service.
